Tax Base

The Tax Base is the total amount of Wealth that can be affected by Taxes in a Location, which directly depends on its Control. Wealth without Control goes directly to the Estates, and cannot be taxed.

Wealth is divided among the Estates according to their Wealth Share in the Location. Every Estate then pays a portion of that Tax Base to the Treasury according to the Tax Rate imposed on them.
