Reformed Tawantinsuyu Government
This reformed government fundamentally restructures Incan governance by eliminating the traditional panaca system, which protected the holdings and possessions of the dead ruler and therefore forced the new Sapa Inca to push for expansion. Instead, it concentrates all power in the hands of the new leader.
