Culture Group
A Culture Group is a set of Cultures that are similar in some way, whether through shared heritage, similar traditions, or just regional proximity.
A Culture may belong to any number of Culture Groups, though they may also be isolated enough to not belong to any.
Countries whose Primary Cultures share at least one Culture Group will have a small Opinion bonus of each other, though it does not stack if they share multiple.
Some Culture Groups can eventually be Unified.
