The Pradhāna-Mahā-Sāmanta cannot be Annexed and get greater Discipline, Fort Defense, and increased Fortification Maintenance Efficiency, at the cost of reduced Efficiency of Our Cabinet. They also give greater payments of Ducats, Manpower, and Sailors to their Overlord
