Mass Army Policy
We have, up to now, been very selective about who can serve as an enlisted member of our military. We only took the poorest and most desperate — basically, the people no one else would miss. Now, though, we shall open up the ranks to everyone who wishes to serve and has no significant wealth to speak of.
