Naval Levy

A naval levy is a transport Ship that has been commandeered directly from Pops. When the unit is recruited, the Pops that own the ship and their crew are taken from Pops in Locations, and when the unit is disbanded, any survivors return to the Pops. These ships are generally flimsier than a Navy recruited from Sailors, and should be guarded by proper ships with cannons.
