Migration Attraction
When Pops live in a Location with negative Migration Attraction, they will want to move to the Location with the highest Migration Attraction in the same Market. Some types of Pops like Slaves are permanently restricted from migrating, while others like Peasants may only move if they are allowed to by their Estate Privileges.
