Palaiológian Hereditary Prónoia
Facing an exhausted treasury and the constant pressure of civil war and foreign invasion, the Palaeologan emperors have conceded the irrevocable: Prónoia grants are henceforth hereditary. Noble families who previously served at imperial pleasure now hold their lands as permanent patrimony, bolstering the legitimacy of the dynasty through aristocratic loyalty but at the cost of the military obligations that once gave the system its purpose. The cavalry that the grants were meant to fund must increasingly be hired at the state's own expense.
