State Council
The State Council is the supreme state advisory body of RUS, created to act as a mediating party between the autocratic regime and the regional Dumas introduced by the Speransky Liberalization Reform reform. The State Council examines proposed laws and oversees the budget and state expenditures, although it lacks the authority to propose changes. Instead, it makes recommendations based on the current situation.
