The earliest form of Imperial Diet represents the traditional order of the Holy Roman Empire. Only the Prince-Elector, Archbishop-Elector, and Imperial Prince may participate, excluding Free Imperial City and lower ecclesiastical entities from the legislative process.

• Strong voting power for the Emperor, Prince-Elector, Archbishop-Elector, and Imperial Prince
• Free Imperial City and Imperial Peasant Republic have no voting power
• Minor ecclesiastical roles like Imperial Prelate, Primas Germaniae, and Legatus Natus have limited power
