Fort Maintenance
Forts are useful for repelling invading Armies, but they use Ducats in upkeep to make sure they are capable of doing their job. Fort Maintenance is a measure of how many resources a Country is diverting towards ensuring their Forts are in good shape. The more resources spent, the more effective the forts will be.
