Livonia
The lands of Curonia, Livonia, and Estonia were once part of the Livonian Order, who swore to convert their conquered territories to Christianity. While the Order built a functioning state, it did so on the backs of the very people it had conquered, who planted seeds of resentment alongside their crops. Should the Order fail to uphold the order of society, they would be easy enough to replace with a bit of force and Livonian courage.
