The coast may be temporarily lost to the shifting sands of imperial power, but the karst mountains remain our eternal and impregnable fortress. Our monastery-stronghold of Cetinje, nestled high in the Lovćen mountains where the air is thin and the slopes are steep, is the core of our nation. This city embodies a long-term national strategy of 'Mountain Isolation', where we deliberately trade the wealth and vulnerability of the ports for the absolute security of the high peaks. By entrenching ourselves in the rock, we effectively make the Zetan state impossible for any imperial power to fully annex or govern.
