Faced with threats from all sides, we will establish a formalized military border along the Danube and the Carpathian foothills. We will empower the Zeman — the lower, land-owning Slavic nobility — to act as a permanent, hereditary frontier guard. These warriors live in Curias (fortified manor houses) and are exempt from certain taxes in exchange for their constant readiness to mobilize. This will create a resilient social class of warrior-farmers who are intimately familiar with the local terrain, providing the state with a cost-effective and highly motivated defensive screen that will be able to absorb the shock of foreign invasions before they reach the heart of the realm.
