Our city produced Cesare Beccaria, whose treatise on crimes and punishments has become the most-read legal text in Europe, arguing that laws should deter crime through certainty rather than cruelty. By reforming our criminal code along these lines — replacing torture and arbitrary sentencing with proportional penalties and open courts — we create a legal system that the urban population sees as fair rather than predatory.
