Emancipation
For a long time, we have restricted land ownership to only those we felt were trustworthy enough. If we were to lift these restrictions, then land holdings could be consolidated. This in turn would create a pool of seasonal labor for whom the army life might be worth pursuing.

The game files don’t say where this goes: it has no requires, so the game places it in the 
Revolutions tree itself.
