The rise of cutthroat, lawless buccaneers in the New World — and along the maritime routes leading to it — had made a great impact on our merchants and our trade. From now on, our merchant ships will form convoys with an accompanying warship to protect them, and will have on board a small military contingent to further ensure their survival on the high seas.
