We will receive additional Events related to Artillery.
Our state has decided to take an active role in the development of artillery and its production methods. As such, we will face increased costs related to the construction and maintenance of Cannons, but the knowledge we gain in these matters will have an easier time spreading in our realm.
This modifier is removed once we have embraced the Artillery Institution.
