Our lands are home to numerous unincorporated tribes and clans who could provide valuable service to the state, if properly integrated into our administrative system. As a class, these Palaiyakkarar officials would serve as law enforcement, fortification builders, provincial representatives, and military officers. Most importantly, they could mobilize their kinsmen to provide us with a steady supply of capable manpower.
