The fate of our nation twists in the hands of the divine, who hold dominion over all mundane matters. But it is the sacred duty of our ruler to interpret signs from the heavens, and communicate them to our people, so that we remain always favored above all other nations. To avoid any dangerous misinterpretations, the state must focus its efforts on thoroughly educating future rulers.
