Urban Rights

Urban Rights are special privileges that a Country can grant to a Urban Location. These can impact the Location and/or the Country.

Some Countries start with access to historical Urban Rights, and a number of them are granted from 1337. Later on, starting in the Discovery, all Countries can research the Advance IconBorough Privileges Advance, giving access to Urban Rights that allow for the specialization of Urban Locations in a particular purpose, like producing a specific Good.

By default, a Town can have 1 Urban Right, a City can have 2, and a Megalopolis can have 3, although some Government Reforms can increase these values.
