Maximum Control
The Control of a Location will slowly trend towards its Maximum Control. The main source of Maximum Control is Proximity, but the Integration Status and Pop Satisfaction also play a role.
The Maximum Control of a Location can be temporarily increased by stationing an Army in the Province, as well as with the Increase Province Control Cabinet Action.
