Formable Country
A Formable Country is a new national identity that can be formed (or re-formed) by a Country fulfilling certain conditions.
These conditions might include controlling a percentage of the Locations in a Region, or having a specific Primary Culture.
We can only form a Formable Country that has a higher Tier than our current Tier.
Typically, they represent historical unions, or even legendary ambitions. Upon formation, the old Country will change its name, flag, and colors to that of the Formable Country.
