Diplomacy

Diplomacy is an interaction between two Countries within Diplomatic Range of each other. It is facilitated by Diplomats.

It covers everything from Alliances, Treaties, Subjects, and Overlords, and governs War and Peace.

High Prestige makes it easier to do diplomacy, while high Antagonism makes it harder.
