This is the attack power of a Culture in the context of Culture War, representing how impressive it appears to other cultures, and the reach it has beyond its own borders.
It has a monthly increase upon the completion of a Work of Art and has some monthly increase from many sources such as Prestige, and certain Buildings, Advances, Laws, and many others. But beware, it also has a natural monthly decay.
