A blockade is when a Hostile Navy is present in the Seazone outside a Port, the amount of Ships needed depends on the Population and Development of the Ports affected.
The most important effects of blockade:
•Reduce Food Production
•Reduce Maritime Presence
•Reduce Development
•Reduce Control
•Reduce Prosperity
