Assimilate
This is the process where Pops of one Culture change over time to the Primary Culture of the Country that Owns them.
It is sped up if the Primary Culture has a high Culture War Power versus the Pop culture.
Some specific Cultures are directly tied to their Faith, so they will not be able to be assimilated unless they are Converted first.
A culture must either be present in a country or have a neutral or higher opinion of the player to be selectable.
