It is no surprise then that eventually, a rebellion had to rise, in this case, the rebels are led by a man called Target Character. He is well known as a notary whose brother was killed in an incident with a noble of the city and who was sent to speak with the Rome Ruler Title and impressed him enough to get assigned to an official position at his court for a short period.
