Under previous rulers, the traditional Slavic Župa (district) of Travunja was reorganized to better collect the Soj (land tax). The ruler appointed Kephale (heads) to oversee the Trebišnjica Valley, ensuring that the wealth from the fertile plains reached the central treasury. This proto-bureaucracy allowed our past rulers to fund their wars by squeezing wealth from the productive agricultural output of the hinterlands. We shall continue with this tradition.
