The state will introduce a written constitution that will limit the power of the ruler and grant rights to the 'Assembly of Lords and Citizens'. This will be one of the first liberal documents in the Balkans, intended to prevent internal revolution and present Travunja as a 'Civilized State' to the great powers of Europe, ensuring our continued sovereignty.
