Our administration is centered around the premise that the most talented people should be assigned to appropriate posts. As such, the ruler should be the most gifted member of the realm, as befits someone who leads an entire country. In the unfortunate case that the ruler might be lacking, we will need people skilled at 'embellishing' the truth to communicate the ruler's extraordinary competence, be it through imposing statues, astonishing paintings, or exalting verses.
