We will issue royal charters to the guilds of the Morava Valley, and encourage the development of large-scale leather-working, weaving, and metal-finishing workshops along the river's transit points. By exempting these guilds from certain internal tolls in exchange for providing standardized equipment to the royal armies — such as saddlery for the cavalry and uniforms for the infantry — the state will create a self-sustaining domestic industry. This move will reduce the realm's dependence on expensive foreign imports from outside and create a prosperous, urban middle class that serves as a loyal counter-weight to the rural power of the nobility, significantly broadening the state's taxable economic base.
