King Dinis laid the foundations for the Portuguese Navy when he appointed Genoese merchant Manuel Pessanha, originally Pessagno, as admiral of the national fleet. Pessanha's missions were to defend Portuguese shores from Muslim pirate raids, and to create a powerful trade fleet.
