The faculty of the Università degli Studi di Perugia produced the lawyers and pamphlet writers who made the Risorgimento possible in Umbria, turning a scholastic institution into an engine of civic transformation. This capacity to translate learning into organization means that no reform our government wishes to pursue will lack for educated men who know how to carry it out.
