The Commune of Piacenza
Piacenza governed itself as a commune long before any lord arrived to claim it, and the institutions of that self-governance, including the elected consuls, the municipal courts, and the tradition of written statutes enforceable by citizens, survived every change of regime by adapting rather than resisting. We draw on this deep civic tradition to rationalize the administration of our city, reducing the friction that unwritten custom creates and giving the urban population a structure of governance they recognize as legitimately their own. This revival of Communal Institutions makes our state more stable and our subjects more willing to meet their obligations without expensive coercion.
