The political earthquakes of revolution and war have stripped away much of our temporal power, yet the fundamental need of states for religious legitimacy has not diminished — and it is precisely this need that we leverage in the formal treaties we call Concordats. We negotiate with each sovereign power separately, trading some degree of independence in administrative matters for legally binding recognition of Church rights, the security of our seminaries, and the formal standing of Catholic clergy within their borders. This system of bilateral agreements transforms every Catholic state from a potential adversary into a partner bound by treaty, giving us a diplomatic reach that no army could have preserved.
