The Paduan Commune
The oldest municipal institutions of our city — the elected councils, the written statutes, the tradition of citizen participation in public decisions — have never been fully extinguished, even through the decades of seignorial government that placed a single family above them. We revive and formalize these communal structures, giving our merchants and burghers a recognized role in civic governance and restoring the sense that the city belongs to all its citizens rather than its rulers alone. This Comùn Padovàn (Comune Padovano in standard Italian: Paduan Commune) channels the energy of our most active citizens into institutions that serve the state, increasing the tax revenue that flows from a population that believes in the legitimacy of what it pays into.
