Birûn
The Birûn, or the Exterior Service, comprises the group of administrators, military officers and religious scholars just outside the ruler's personal inner circle. Together, they make up an efficient bureaucracy inherited from Persia and the Great Seljuks, but adapted further by elements from Byzantium, making it uniquely Ottoman indeed.
