The ever-increasing armies of the 16th century have imposed equally heightened demands on national administrations. By creating a permanent organization charged with military supply strategy and operation, and by keeping more troops on the rolls even during winter or peacetime, we will ultimately be able to field large armies more cheaply and to support those armies more efficiently.
