Before most of Europe had thought to write its customs down, the cities of our region had already codified their laws, established their councils, and set out the duties of every citizen and magistrate in the pages of the Statuto. From Ancona to Viterbo, these documents were revised, contested, and renewed by each generation, creating a living tradition of civic argument that neither feudal lords nor passing conquerors could wholly extinguish. This heritage of written law makes our institutions resilient and our burghers invested in the city they help to govern.
