By formally codifying the societal roles of each estate in written law, we will clarify their exact privileges and obligations. When rights and responsibilities are clearly defined, each estate knows exactly what it is owed and what it owes in return, and therefore it will be easier for us to grant new privileges without sparking rivalries.
