Gifts and Hostages
While our people are now united, the act of bending the knee to a common overlord has not come easy to them. By summoning all subjugated rulers to the capital, we can employ them as prestigious royal envoys. Some would call this a policy of hostage-taking; we simply see it as a way to remind our more independent-minded subjects of their loyalties.
