The safest way for any ship to sail is to do it close to the coast. Unless they actually have to cross the sea, there is no real need for our ships to sail away from the protective coastline, and it is still quicker traveling by ship than by land. As such, maintaining a constant flow of ships along our coasts will allow for easier circulation of goods and people.
