Papal Bull
A Papal Bull is an international edict, enacted with Ducats, which affects all Countries of the Catholic Religion. While some Papal Bulls have Effects and an enacted Law, all Papal Bulls have Modifiers for the countries which scale in their effectiveness with the Papal Authority.
