Leader Change Trigger

This determines under what conditions the Leader of an International Organization gets changed. There are three triggers when the leader could change:
- On Ruler Change - Whenever the ruler changes, a new leader for the International Organization is considered
- Timed - A new leader of the International Organization is considered after a set amount of months
- Indefinite - The leader remains in power indefinitely
