With the throne of Country left vacant, both the France Ruler Title of France and the Holy Roman Empire Ruler Title of Holy Roman Empire Leader Country as Emperor of the Holy Roman Empire are openly discussing their claims to the throne. The French claim is predicated on marriage ties to the old Visconti dynasty. Though the claim is not strong, France has had designs on Italy for quite some time and there are few with the strength to resist the French France Ruler Title. The Emperor meanwhile contends that in the absence of a clear heir, the title of Country is to be conferred upon the Emperor by Imperial law.
