The anarchy and disobedience in the city of Rome and the other Italian estates greatly increased after the Rome Ruler Title moved the court to Avignon. Now those territories are under the control of powerful Italian families such as the Colonna and Orsini, who are almost completely independent of the Rome Ruler Title.
