We act now to close that gap — absorbing the revenues, appointments, and legal jurisdictions that local lords have quietly accumulated over generations, and placing them under direct administration from Rome in the manner that the reformed Curia demands. This consolidation of crown authority over our territories gives the Papacy the financial and administrative foundation that the Counter-Reformation's ambitions require.
