As agricultural land is ever-further split through the generations, Commoners are being forced to migrate into cities due to their plots becoming too small for subsistence farming. The Burghers have begun to buy large swaths of otherwise worthless lands and combine them to create larger farming estates for the purpose of generating revenue.
This presents itself as a natural solution to our slowly withering agricultural sector, but Commoners are deeply unhappy, as they see this as an exacerbation of the problem, by forcing them to migrate to the urban centers, where they can be exploited by those who also bought their lands.
