The recent harsh winters, hailstorms, and unending frost have taken a great toll on the Target Peasants. In such an inhospitable environment where people are pushed to the extremes, they often resort to seeking a scapegoat, an unjust reason to vent their frustrations and make sense of their awful predicaments.
